Mark Fecteau named new CEO of Westinghouse Electric Japan

Mark Fecteau has been appointed the new president and CEO of Westinghouse Electric Japan.

Fectau will replace Jack Allen, who spearheaded the initiative to form Westinghouse Electric Japan in 2009. Allen will continue to serve in his role as president of the company?s Asia region.

Fectau also will replace Allen as a member of the WEJ board of directors.

"The appointment of Mr. Fecteau will allow Westinghouse to increase management focus on the Japanese market and strengthen other customer connections within the Asia Region," said Allen in a statement.

Previously, Fectau served as vice president of operations for WEJ. He also served as vice president, Asian Strategy.

Project On Government Oversight: Intelligence Chief Uses Unreliable Lie Detector Technology to Plug Media Leaks

The late William Safire, conservative columnist and veteran of the Nixon White House, called the lie detector test a "form of torture" that "breeds the opposite of security." Writing in the New York Times a decade ago, he said "the hit-and-miss machine" had been thoroughly "discredited."

But this week, the nation's top intelligence official announced that the government is expanding its use of the polygraph to expose federal employees who leak classified information to the media.

The testing could put intelligence workers at risk of being falsely stigmatized, jeopardizing their careers and their ability to contribute to the national security. It also could have a chilling effect on employees considering blowing the whistle on government wrongdoing, whistleblower advocates said.

"It is clearly at odds with everything we learned in our report," said Stephen E. Fienberg, a professor of statistics and social science at Carnegie Mellon University who led a 2003 National Research Council study of the use of polygraphs in security screenings.

Briefing a Senate committee on the study in 2003, Fienberg put it this way: "Unfortunately tests that are sensitive enough to spot most violators will also mistakenly mark large numbers of innocent test takers as guilty."

In an interview with the Project On Government Oversight this week, Fienberg said the study's findings still apply.

But that's not to say the tests are useless.

Despite its ineffectiveness at detecting deception, the lie detector can serve as an interrogation tool, he said. If people believe it works, he said, it can intimidate them into admitting misconduct.

Director of National Intelligence James R. Clapper broadened the government's embrace of the device this week after news reports described clandestine operations, including infiltration of the terrorist group al Qaeda in the Arabian Peninsula and alleged cyber attacks on Iran's nuclear program. Members of Congress expressed outrage over the leaks, arguing that they compromise national security and damage U.S. diplomatic relations. The Justice Department has since opened probes.

In a news release, Clapper's office said it is trying to "better protect sensitive information, and help detect and deter potential leakers within the Intelligence Community."

Specifically, federal intelligence agencies will expand counter-intelligence polygraphs they already perform by adding a question about "unauthorized disclosure of classified information," the announcement said.

The question will be asked when employees with security clearances undergo routine polygraphs every seven years, according to news reports. In addition, Clapper spokesman Shawn Turner said that, under the new rules, if an inspector general's investigation gives reason to believe that a particular individual or group of individuals may have released classified information, the Director of National Intelligence (DNI) can direct those individuals to submit to a polygraph that includes questions about unauthorized disclosures to members of the media.

Turner declined to respond to arguments that the test is inaccurate. However, he said the new measures do not prevent whistleblowers from calling attention to waste, fraud, abuse, or other mismanagement.

The agencies involved include the CIA, FBI, National Security Agency, Department of Energy, National Reconnaissance Office, Defense Intelligence Agency, and National Geospatial-Intelligence Agency.

The new steps will send "a strong message that intelligence personnel always have, and always will, hold ourselves to the highest standard of professionalism," Clapper said in a news release.

The Obama Administration's latest step is part of a broader effort to plug leaks that has included more criminal prosecutions for national security leaks than pursued by any prior administration. Republicans, meanwhile, have accused the Administration of leaking about its own national security triumphs, such as the killing of Osama bin Laden. The president has denied that his White House "would purposely release classified national security information."

The American Polygraph Association, which represents people who administer the tests, says they have "great probative value." But the association's Web site notes limitations.

According to the group, research shows that tests focused on single issues or events "produced an aggregated decision accuracy of 89%," while testing that probed multiple issues "produced an aggregated decision accuracy of 85% (confidence interval 77% - 93%) with an inconclusive rate of 13%."

Such averages don't necessarily tell the whole story.

"You can have a test that averages 90 percent accuracy if it catches 100 percent of the liars, and mislabels 20 percent of the truth tellers," said Barry Cushman, the association's president-elect. "Still, there isn't anything better for catching deception and it's better than chance."

George Maschke, the cofounder of AntiPolygraph.org, a nonprofit that seeks to ban polygraph testing from the American workplace, said "being fearful for your own job security can lead an honest person to fail." Safire's column is one of many articles cited on the group's Web site.

Maschke has stated that he became interested in polygraphs after he applied to become a special agent with the FBI. He said he flunked a polygraph even though he answered truthfully and was essentially blackballed with no appeal.

The National Research Council, a private nonprofit institution that provides scientific advice to the government and other organizations, in 2003 reported that the testing "can lead to unnecessary loss of competent or highly skilled individuals in security organizations because of suspicions cast on them by false positive polygraph exams or because of their fear of such prospects."

"And it can lead to credible claims that agencies that use polygraphs are infringing civil liberties for insufficient benefits to the national security," the report said.

The bottom line: "Its accuracy in distinguishing actual or potential security violators from innocent test takers is insufficient to justify reliance on its use in employee security screening in federal agencies."

The National Research Council said that, despite the limitations, the use of polygraphs can deter people from breaching security, and the tests can prompt people to confess wrongdoing.

A federal judge in New York has publicly criticized a federal lie detector test as apparently leading to a false confession by Abdullah Higazy, who was caught up in an investigation related to the terrorist attacks of Sept. 11, 2001 and was accused of lying to the FBI.

If he had not been cleared through a nearly miraculous turn of events, U.S. District Court Judge Jed S. Rakoff said in a 2008 speech, "Mr. Higazy would now likely be rotting in prison or facing execution."

Jesselyn Radack, the Government Accountability Project's national security and human rights director, said the intelligence community is taking a backwards approach.

"I think it's for public perception -- to act as if they're being aggressive on leaking," she said.

"In the past, we've seen whistleblowers subject to mental evaluations, security clearance investigations, and I think this could easily become another tool of retaliation, rather than a tool to find out the truth," she said.

Two Space Missions Planned To Look For Killer Asteroids

I'm not sure about the rules involved but doesn't the IAAA (or something) allow the "discoverer" (which in this case I guess will be a corporation) to name minor bodies and maybe even other things like comets.

So they should allow their sponsors to name these bodies in their stead. They're going to find thousands if not tens or even hundreds of thousands depending on the sensitivity of the instruments.

I won't donate money to save the world but to have my own private Idaho, I mean asteroid, would be cool! Especially if I knew it would wipe out all life on earth! I'll be famous (for a short time at least).

Even better would be a U.N. treaty saying that for objects up to say 1km in size, the first person to characterize a body's orbit would get to OWN IT! Not only would this make a lot of people into asteroid hunters but it would really promote the development of technology to exploit them, especially if such ownership would expire in say 20 years if no landings were achieved. It is been said that the best way to get undeveloped countries in like Africa to develop would be to get clear and effective (supported by government) title to land; this provides the incentive to invest. (I don't know what the current laws are, presumably there is something in place to allow the Google guys to profit from their asteroid venture).

By the way, what's the LOWER limit for the size of a minor body (I think the upper limit are "dwarf planets"). 500 meters? 5 meters? 5 centimeters?

Health Act Intact: U.S. Supreme Court Upholds Affordable Care

With the constitutionality of the Obama administration's health care reform law assured, policy experts are looking to the November elections for the fate of the law

The Supreme Court ruled today to uphold the 2010 Affordable Care Act (ACA), which aims to expand health insurance coverage to 32 million more Americans. However, the Court also ruled that the federal government may not penalize states that decline to participate in the expansion of Medicaid that accompanies the ACA by taking away other Medicaid moneys.

The Court, which heard arguments on the case in March, decided that the law's provisions, including the individual mandate and the expansion of Medicaid, are, indeed, constitutional. While several Justices thought the individual mandate could be struck down under the Commerce Clause of the Constitution, the majority of them held that the penalty for not getting health insurance was in effect a tax?which the federal government has the power to levy.

Most people would have already met the requirements of the "minimum essential coverage" provision via employer-provided health insurance or federal coverage, such as Medicare or Medicaid. The individual mandate requires most Americans to be covered by health insurance or a federal program, such as Medicare or Medicaid, by 2014 or else pay a small penalty. (People who spend more than 8 percent of their annual incomes on premiums and other select groups will be exempt from the mandate.)

With the Medicaid expansion, an additional 16 million people, many well above the poverty line, are also expected to gain insurance coverage in the next several years?provided that the states in which they pay their share of the expansion costs (Medicaid is funded out of both federal and state budgets).

The extended uncertainty leading up to the Court's ultimate decision forced many states and companies to chart their own courses in the chaotic health care waters.

Some states have been determined to continue on the path toward their own localized changes whatever the national ruling. California, for example, decided to institute insurance exchanges anyway; other states, such as Vermont, might follow Massachusetts's lead and establish their own individual mandates. And several of the largest insurance companies, including Aetna and UnitedHealth Group, said they would continue offering many popular benefits already in place from ACA, such as allowing young people under 26 to remain on their parents' insurance plan.

Other states, such as Florida and Texas, which have opposed many of the law's provisions while it was in legal jeopardy, might have to scramble to prepare for the insurance exchanges.

As legal and political scholars have pointed out, however, the fate of the health care law rests perhaps even more on the elections in November than on this ruling.

Although the state-based health care system Mitt Romney set up as governor of Massachusetts served in part as a model for the Obama plan, the Republican front-runner has asserted that if elected in November, he will "repeal and replace" the law. In a speech earlier this month in Orlando Fla., Romney noted, "It's important for us, in my view, to make sure that every American has access to good health care." He suggested that a better way to do that is by allowing states to create their own solutions without requiring them to provide coverage for their residents.

What is clear is that something will have to change. Health costs have exploded to 10 times their 1980 levels in just 30 years and are projected to continue to increase dramatically into the future. In 2010 costs approached $2.6 trillion, which is about a fifth of all U.S. spending combined. The largest chunk of the health care pie (31 percent) went to hospital care, according to the Kaiser Family Foundation, a nonpartisan policy analysis organization. That number would likely decrease if more people were able to obtain earlier, preventive care.

6059789551 3e23fd2c98 Motherhood and the Myth of Having it AllSince I read Anne-Marie Slaughter?s piece Why Women Still Can?t Have it All last week I?ve been pondering the idea of what it means to truly ?have it all.?

I?m not new at this mommy gig. With a nine-year-old, an almost-five-year old, and a three-year-old, I?m in the trenches, so to speak, but I have a few years of parenting under my belt.

This adds up, roughly, to: 700 time outs, 4,000 spilled sippy cups, 20 car seat installations, and 1,456,792 poopy diapers.

Nevertheless, I know better than to say that I know what I?m doing.

We?ve been through a lot as a family. At least once a week I marvel at the fact that I?ve been able so far to keep the wheels on this bus moving forward and cling to my sanity at the same time. As a mom, I?ve worked full time and part time outside the home. For two years I was a stay-at-home mom with no job, and if you?d asked me back then I?d have told you it was going to stay that way. Then suddenly I found myself working again, very part-time teaching one night a week. And now I?m home full time but also working. Full time? Part time? I haven?t done the math.

All I know is this: in each of these arrangements I?ve failed to achieve it ?all.? If it exists, it has eluded me these past nine years. Here?s the thing, though. I?ve never gone out seeking ?it all.? It?s a myth, like the American Dream or the perfect bra or a brand of nonfat ranch dressing that still tastes good.

There is no such thing as ?it all.?

In Slaughter?s article she describes leaving her position at the State Department in search of that elusive work-family balance, her ?desire to be with my family and my conclusion that juggling high-level government work with the needs of two teenage boys was not possible.?

I?ve never been a high-level government official. I?ve never even been a low-level government official. Come to think of it, I?ve never been any kind of official (unless you count that time I got to hold the flag at the Girl Scouts regional meeting in 5th grade) but do have an understanding about what it means to work hard and do the best by your family at the same time. I don?t think this is an issue that we can isolate to the ranks of the power elite. I know women who work in insurance offices and hospitals and in elementary school libraries who struggle with these same issues.

Across the country there are clerks at Dollar Generals and cashiers at Krogers who fight the rough waters of work and home harmony and who go under every day.

We?re not doing women any favors by promoting this myth that it?s possible to ?have it all.? Can someone please tell me what that even means? My suspicion is that the headline of the article (which was a fascinating and well-written and thought-provoking read) was intended to bait women into another tussle in the Mommy Wars. The cover photo on the issue of The Atlantic in which the article appears depicts a toddler in a briefcase like a cast-off file folder, a minor inconvenience, or the working woman?s latest must-have accessory.

I?ve yet to meet a working mom who regards her child in that way.

I?d be happy if we could stop promoting myths like ?having it all? as a mom because it ends up making us all feel like failures if we don?t measure up. For me, though, for now, a forward-moving bus driven by a mother who?s clinging to her sanity is the best I can do.

I?m not in pursuit of ?having it all,? and maybe that?s why I?m happy with what I have.

Genetic heart diseases may be responsible for unexplained stillbirths

ScienceDaily (June 25, 2012) ? Genetic researchers have made an important step towards resolving the mystery of the causes of intrauterine fetal demise (IUFD), or stillbirth, where a baby dies in the womb after the 14th week of gestation. IUFD is responsible for 60% of perinatal mortality and occurs in about one in every two hundred pregnancies in Europe. Up to half of these stillbirths are unexplained. Now scientists from Italy, Germany, and the US have found that up to 8% [1] of these unexplained deaths may be caused by specific genetic heart conditions.

Ms Alice Ghidoni, a PhD student at the University of Pavia, Italy, will tell the annual conference of the European Society of Human Genetics June 26 that the group's research shows for the first time that cardiac channelopathies, hereditary diseases in which the heartbeat rhythm is disturbed, were likely to have played a causative role in some IUFD deaths . "Since we knew that 10-15% of sudden infant death syndrome cases carry genetic variants associated with long QT syndrome or Brugada syndrome[2], we decided to investigate whether sudden death due to malignant arrhythmias could underlie some cases of IUFD as well," she will explain.

The researchers carried out molecular screening of stillborn fetuses where the cause of death remained unexplained after extensive post-mortem investigation. Informed consent was obtained from the parents. They looked for mutations of three genes, two of them involved in long QT and one in both long QT and Brugada syndromes, and found three disease-causing variants that were present in the IUFD cases, but absent in more than 1000 ethnically-matched controls.

Genetic testing is still quite rare in IUFD, but it is an important tool for uncovering the causes of unexplained death, says Ms Ghidoni. "The most common causes of fetal death are chromosomal abnormalities, infections, fetal-maternal haemorrhages, and maternal diseases," she says. "Most of these are relatively easy to identify. Since genetic screening is a long, expensive and complicated procedure, currently it is not routinely performed in cases where an autopsy has not shown the cause of death. However, such molecular investigation could be very useful to identify specific genetic defects occurring in the family, so that future pregnancies can be monitored with close clinical follow-up. In some cases, life-saving treatment could be given."

Identification of a fetus with a gene mutation for a cardiac channelopathy allows for treatment for the mother with drugs such as beta-blockers, the same treatment that is given to adults who have been identified with long QT syndrome.

Because the research was carried out by scientists from a number of different centres and countries, it was not possible to systematically collect parental DNA. However, as part of the planned expansion of the investigation, the researchers now intend to enlarge the study population further and to collect DNA from all family members. Cardiac channelopathies run in families, so genetic testing will be able to identify not just those parents who are at risk of an affected pregnancy, but also all family members who may be unaware that they have a potentially fatal heart condition.

"We have also identified new candidate genes which may be linked to cardiac channelopathies, and we will investigate them in our follow-up work," says Ms Ghidoni. "Our current work shows that nearly 3% of IUFDs may be caused by a genetic variant with a cardiac disease-causing role, and another 5% by a variant that may predispose to disease. We believe that the new candidate genes may enlarge this field yet further. This is vitally important because we can then depict a clear picture of arrhythmic risk in perinatal life, both before and after birth.

"We believe that it is very important to increase knowledge of these genetic disorders among paediatric cardiologists and gynaecologists and that genetic testing should be included in post-mortem analysis. Many more lives can be saved if there is sufficient awareness of these devastating conditions among healthcare professionals, as well as among the affected families who in many cases have already suffered enough," Ms Ghidoni will conclude.

Remapping gang turf: Math model used for mapping chimp territories applies

ScienceDaily (June 25, 2012) ? A mathematical model that has been used for more than 80 years to determine the hunting range of animals in the wild holds promise for mapping the territories of street gangs, a UCLA-led team of social scientists reports in a new study.

"The way gangs break up their neighborhoods into unique territories is a lot like the way lions or honey bees break up space," said lead author P. Jeffrey Brantingham, a professor of anthropology at UCLA.

Further, the research demonstrates that the most dangerous place to be in a neighborhood packed with gangs is not deep within the territory of a specific gang, as one might suppose, but on the border between two rival gangs. In fact, the highest concentration of conflict occurs within less than two blocks of gang boundaries, the researchers discovered.

The findings appear online?June 25 in Criminology, a peer-reviewed scholarly journal published by the American Society of Criminology, the world's largest society of scholars conducting research on crime.

"Maps of gang territories provide police with a better understanding of how to allocate resources," said research co-author George E. Tita, an associate professor of criminology, law and society at UC Irvine. "So figuring out the most accurate approach is really important for effectively deploying law enforcement."

Currently, law enforcement agencies map gang territories based on police observation of such clues as graffiti and where gang members hang out. In these maps, geographic features like streets, parks and schoolyards typically delineate gang territories.

For the Criminology study, the team used Lotka-Volterra equations, which were designed to model the population dynamics of species competing for common resources. Since the 1930s, ecologists have used the equations to study the relationships between competing groups as diverse as bee colonies, troops of chimpanzees and prides of lions.

The equations are based on the principle that competition between groups determines where the boundaries between rivals form, and even a tiny amount of competition is enough to cause territories to form.

"What's at work is a competitive balancing act where both gangs are trying to keep their rival as far away as possible," Brantingham said.

The model the researchers derived from the equation predicted that gang boundaries would form midway between the home bases of rivals and would run in a perpendicular line between them.

The team looked at 13 gangs in the 6.5-square-mile area of Boyle Heights, a densely populated neighborhood on Los Angeles' east side that is bounded by three freeways. Gang activity tends to be confined within the freeway-bounded area.

To determine the home bases for each gang, the researchers relied on a prior study by Tita and his UC Irvine colleagues. The locations of the home bases ranged from a specific street corner to someone's house, a neighborhood business or any other specific location where a gang gathers most frequently.

Using the Lotka-Volterra formula, Brantingham's team drew boundaries between the known gangs. Unlike law enforcement's maps, the resulting effort did not produce gang boundaries that neatly followed streets. Instead, the boundaries ran through the yards of homes and businesses and through alleyways. When the boundaries did land on streets, they were as likely to crisscross them as follow them.

Using police records, the researchers then mapped 563 known gang crimes that occurred between 1999 and 2002 and have been attributed by police to at least one of the 13 gangs. To their surprise, most of the crimes fell on the borders that the model laid between gang territories. When crime locations did deviate from the borders, they did so in a configuration that was consistent with the model. For instance, the theory predicted that 58.8 percent of the crimes would occur within one-fifth of a mile of the border between two gangs -- or just under two blocks -- and 87.5 percent within two-fifths of a mile of the border -- or just over three blocks. Overall, 99.8 percent of crimes could be expected to occur within one mile of the border, according to the theory.

In fact, the team found that 58.2 percent occurred within two blocks of the border and 83.1 percent within just over three blocks of the border; in total, 97.7 percent of the crimes took place within one mile of the border between gangs.

"You would think that we're more complicated than other animals, so a model this simplistic shouldn't work, but I was surprised that it fit as well as it did," said co-author Martin B. Short, an assistant adjunct professor of mathematics at UCLA.

It's no coincidence that Lotka-Volterra equations would have bearing on the configurations of gang territories: The same forces that define territories in the animal kingdom also are at work in all kinds of rivalries between groups of people, the researchers stress.

"The findings match up with what we know about any conflict," Tita said. "Skirmishes tend to occur on disputed boundaries on which individuals, organizations or nation-states seek control."

The researchers plan to compare their gang maps with those derived by law enforcement.

Some banks in Switzerland, known for its financial stability, say they have even run out of space.

"We are experiencing a rise in demand for safety deposit boxes. This rise can't really be quantified, however. In many branches the safe deposit boxes are fully rented," said Albert Steck, spokesman at Migros Bank, a cooperative bank which serves retail clients.

Zuercher Kantonalbank (ZKB) said requests for space in safes has climbed this year, as the euro zone debt crisis deepened and the outlook for the global economy worsened.

"Since the start of the year demand for safe deposit boxes has risen in the low single digits," said spokesman Igor Moser.

Baloise, an insurance company, said several bank clients had asked recently to raise the amount of coverage for the contents of safe deposit boxes.

"It's therefore likely that safes at some banks are somewhat fuller than they were a few years ago," said Baloise spokeswoman Jeanine Hoppe.

Another sign anxiety is rising, is that a phenomenon last seen when the financial crisis erupted in 2008 has reappeared: Appetite for Swiss franc bills has grown, according to Swiss National Bank data.

"This development was due largely to high demand for 1,000 franc notes, which points to the fact that the additional demand was primarily for storing money," an SNB spokesman said.

Inflation hedge
With central banks around the world flooding markets with liquidity, some people fear spiraling inflation. The wealthy want assets that keep their value if prices rises.

"So much money has been pumped into the system that people are worried about inflation down the road," said Bruno S. Frey, professor of economics at the University of Zurich. "You counter that by buying real assets of material value."

Gold is one option. An Italian businessman was recently caught trying to smuggle gold bars into Switzerland under his car seat. In further evidence of rising interest in gold, ZKB has seen demand for its gold-backed exchange-traded fund rise over 20 percent since 2009.

Fine art and property are also considered sure bets in troubled times. The Swiss housing market is booming and the price of fine art has been on the up.

"Assets barely earn interest and blue-chip stocks move in one week what they used to move in one year," said Ulrich Koerner, chief operating officer of Swiss flagship bank UBS.

"Against that backdrop, some people say they would rather buy a nice painting instead of a mutual fund."

Tax haven
The interest in real assets and in safe-deposit boxes may also be linked to offshore clients of Swiss banks, looking to find a way to circumvent pending deals with Germany, Austria and Britain that would tax their secret accounts.

Safe deposit boxes are not included in the tax deals, because their contents are not considered bankable assets.

Switzerland says safe deposit boxes cannot be used as a way for lots of people to get out of paying tax.

"It's not a way for people to escape the tax deal on a large scale," said Mario Tuor, spokesman for the Swiss federal office in charge of negotiating the agreements.

If account balances decline by more than 20 percent in the past two years, then the retroactive levy will be assessed based on the balance in late 2010, he said, precisely to prevent people from pulling money from their accounts.

But one private banker in Zurich told Reuters in May he was giving his "smaller" clients with less than $2 million in funds the following advice:

"If you have a small amount of undeclared money, the smartest thing you can do is withdraw it in cash and put it into a safe deposit box," the banker said.

The bilateral tax deals, which are scheduled to come into effect next year, preserve privacy by imposing a one-off levy on undeclared legacy capital, plus a tax on future earnings. Clients who refuse the tax face having their names revealed to foreign tax officials.

There is no official data on how much undeclared wealth is sitting in Switzerland, whose banks hold about $2 trillion in offshore assets. But according to some estimates Germans alone have 200 billion euros in untaxed funds in Switzerland.

Title IX broke more than just athletic barriers for women

On a softball field near the Capitol this week, a scrappy team of bipartisan women from the House and Senate ? including four grandmothers ? took on a far younger lineup of women from the congressional press corps to raise money for breast cancer research. The women of the press corps won 13 to 10, but not without fighting off a late-inning rally from the politicians. Watching from the sidelines: an 82-year-old retired high school coach, a woman who flew across country to root for one of her former students, California Congresswoman Laura Richardson. ?A lot of the women on both teams played high school and college ball. So did UN Ambassador Susan Rice, who showed she had game in a basketball face-off among cabinet secretaries and WNBA players Thursday night. Health and Human Services Secretary Kathleen Sibelius also had some moves.? ?

None of this would have happened before Title IX revolutionized women?s athletics, and a lot more. As President Obama (basketball coach to Sasha?s school team) points out today in his web address, ?Title IX isn't just about sports. From addressing inequality in math and science education to preventing sexual assault on campus to fairly funding athletic programs, Title IX ensures equality for our young people in every aspect of their education. It's a springboard for success.?

There is perhaps no better example of what women could accomplish through sport and education than Pat Summitt, awarded the Presidential Medal of Freedom at the White House for her accomplishments. And we shouldn?t forget that Title IX helped young women force their way into math and science courses that, in many cases, they had routinely been discouraged from taking.

For me, it?s personal. When I was the program manager of my college radio station, women couldn?t do sports play-by-play. The barriers went well beyond athletics: after graduating, on assignment for a Philadelphia all-news radio station, I was once barred from the press room in the State Capitol in Harrisburg, Pa. No women allowed. Now, I look around our newsroom and see an incredible team of female executive and senior producers who have options that would have been inconceivable before Title IX. Appropriately, they take sports for granted. My senior producer, Michelle Perry, did crew for Berkeley. Our Senate producer, Libby Leist, was on the swim team at Cornell. And there is plenty of evidence that women who compete in sports perform better in other pursuits off the field.

For my generation, the imbalance was perhaps best symbolized by the careers of women like Billie Jean King. That?s why her defeat of Bobby Riggs, in the same era as the passage of Title IX, was such an empowering moment. Thanks to Title IX, ?Billie Jean and other women athletes were able to break down barriers ?for all the women who will be taking the field next month at the London Olympics. I?m going to be cheering them on, and thanking Billie Jean, Pat Summitt and all the others who pioneered the way.

Retailers gearing up for Sunday trade | WA Business News

Western Australian retailers are preparing to open their doors on Sundays, after legislation ushering in historic changes to retail trading hours passed through parliament yesterday.

Commerce Minister Simon O?Brien said the new laws gave all general retail shops the right to open on Sundays, between 11am and 5pm.

Special trading precincts in Perth, Fremantle, Midland, Armadale and Joondalup will be abolished to create a level playing field for retailers, Mr O?Brien said.

Chamber of Commerce chief executive James Pearson said the introduction of Sunday trading had strong support from business and consumers alike, and was a political decision worth celebrating.

?This change will also help create more jobs for workers who want the flexibility of working on weekends, or existing employees looking for more work,? Mr Pearson said in a statement.

Retail Traders Association executive director Wayne Spencer also welcomed Sunday trading as a boon for local retailers, but warned that retailers needed to carefully plan stocks and rosters to be open seven days of the week.

He said the RTA would work to help retailers transition the changes by sponsoring a series of seminars designed to help businesses re-engage with consumers.

?The programme provides retailers with practical advice on sales and marketing techniques that can be used to re-engage with shoppers,? Mr Spencer said.
