When is the Best Time to Outsource?

There are major changes happening at BlogAid. As the site and business continue to grow, I?ve decided to begin outsourcing some tasks. As a soloprenuer, you may feel that it?s all up to you. I did too for many years. But, I?ve come to realize the value of outsourcing to qualified professionals so that I can continue to focus on the tasks that only I can do. See what led to this decision and why outsourcing may be in your near future too.?

Getting Big

The most obvious reason for outsourcing is that the business has grown to the point that you can?t handle it by yourself. But, that?s not the primary reason I?m outsourcing. BlogAid?s growth means more clients, and that has to remain my primary focus. On top of that, more clients are taking classes with extra sessions that delve deep into content, SEO, and conversion. Since I tailor all classes specifically to each client?s business and unique audience, very often I must research plugins and resources that are specific to their industry.

Too Many Hats

As a soloprenuer, you have to wear a lot of caps. With BlogAid, that means I have to be a coder, a graphics designer, a developer, a researcher, a video maker, a podcast recorder, a WordPress trainer, a marketer, a business consultant, an accountant, and a secretary. Whew!

There are several of those tasks that I don?t excel at and/or chew up my time in a way that actually costs me money. Those are the ones that are my top candidates for outsourcing.

Backburner Projects

Many of the current offerings on BlogAid involved a steep learning curve before delivery. Learning how to make super video tutorials is a good example. Before I could put one online, I wasted weeks trying to find the right codecs so that the video looked crystal clear in multiple formats. (If you?re curious, the originals are made in .wmv, which YouTube converts to .flv. I also have to convert them into .mp4 for the video tutorial membership site.)

Because some of the new offerings will have the same backend learning curve, I had to keep putting them off. Not any more. I?ve decided to hire folks to do the initial setup and then do what I do for my clients ? train me on how to use it and/or provide me with a super resources list.

Invest in Yourself and Your Business

Online businesses are an odd sort. It?s the only kind of business where folks expect to invest little capital and little time and still make money. When I first started many years ago, I went the cheap and easy route too, until I discovered that it actually costs more in the long run to redo it all later.

So, now I?m happy to invest in training programs and pros who can make things happen better or faster than I can, and/or save me precious time researching? resources.

So, When is the Best Time to Outsource?

For me, the answer to that question is very simple.

It?s time to outsource when not doing so
costs me more money than what I save trying to do it myself.

That cost is not just the outlay of money. It also includes all of the business I?m missing by not being able to focus on new packages and offerings that clients are beating down my door to get.

My VA (Virtual Assistant) of choice is Cyndi Papia, of Office To-Go. She also happens to be the designer that I worked with for the new BlogAid theme too. If you?re wondering what a VA can do for you, Cyndi has a nice post on how to Outsource Office Work and Increase Productivity.

What?s Next?

I can?t let the cat out of the bag about the big changes coming to BlogAid just yet. But I will tell you that my newsletter subscribers will have first dibs, and most of those offers will be free for a limited number of people or time frame. And, I can also tell you that folks will have the opportunity to make money from those offers.

Do You Outsource?

Have you outsourced any of your business tasks? Was it long term or short term? How?s that working for you?

Rover leaves tracks in Morse code

ScienceDaily (Aug. 29, 2012) ? NASA's Curiosity rover took its first test stroll Wednesday Aug. 22, 2012, and beamed back pictures of its accomplishment in the form of track marks in the Martian soil. Careful inspection of the tracks reveals a unique, repeating pattern, which the rover can use as a visual reference to drive more accurately in barren terrain. The pattern is Morse code for JPL, the abbreviation for NASA's Jet Propulsion Laboratory in Pasadena, Calif., where the rover was designed and built, and the mission is managed.

"The purpose of the pattern is to create features in the terrain that can be used to visually measure the precise distance between drives," said Matt Heverly, the lead rover driver for Curiosity at JPL.

This driving tool, called visual odometry, allows the rover to use images of landscape features to determine if it has traveled as far as predicted, or if its wheels have slipped. For example, when the rover drives on high slopes or across loose soil, it will routinely stop to check its progress. By measuring its distance relative to dozens of prominent features like pebbles or shadows on rocks -- or patterns in its tracks -- the rover can check how much its wheels may have slipped. If Curiosity has not slipped too much, it can then re-plan the next leg of its drive, taking its actual position into account.

"Visual odometry will enable Curiosity to drive more accurately even in high-slip terrains, aiding its science mission by reaching interesting targets in fewer sols, running slip checks to stop before getting too stuck, and enabling precise driving," said rover driver Mark Maimone, who led the development of the rover's autonomous driving software.

The Morse code imprinted on all six wheels will be particularly handy when the terrain is barren. Curiosity won't be able to read the Morse code symbols in the track marks directly, but it will note that the pattern is a high-contrast feature. This will give the rover the anchor it needs in an otherwise featureless terrain.

"Imagine standing in front of a picket fence, and then closing your eyes and shifting to the side. When you open your eyes, you wouldn't be able to tell how many pickets you passed. If you had one picket that was a different shape though, you could always use that picket as your reference," said Heverly. "With Curiosity, it's a similar problem in featureless terrain like sand dunes. The hole pattern in the wheels gives us one 'big picket' to look at."

NASA's Mars Exploration rovers Spirit and Opportunity also used visual odometry to ensure accurate driving in difficult terrains. Their wheels had been bolted to their landing platform, leaving holes that left distinguishing marks in their tracks. Those marks proved critical for the visual odometry system on Opportunity when it traversed the relatively featureless terrain at Meridian Planum. Opportunity is still trekking on Mars more than eight years after setting down on the Red Planet.

Curiosity likewise has holes in its wheels, only in the shape of Morse code letters.

"Even though Curiosity didn't need to be bolted down, we wanted to have the holes anyway. The mechanical team suggested multiple smaller holes rather than one large one like the Mars Exploration Rovers had, and one earlier design had spelled out letters in a cleat pattern, so I proposed using a Morse code version," said Maimone. "And the rest is history."

JPL manages the Mars Science Laboratory/Curiosity for NASA's Science Mission Directorate in Washington. The rover was designed, developed and assembled at JPL, a division of the California Institute of Technology in Pasadena.

Republican convention is in full-throated roar

TAMPA, Fla. (AP) ? The Republican National Convention is finally in full-throated roar, cheering presidential nominee Mitt Romney's name at every turn in a long-sought show of unity and mocking the man he is out to defeat in November.

A soft-sided portrayal of the Republican candidate as husband and father, painted by his wife on the stage in a direct appeal to women, combined with a parade of gleeful Obama-bashers Tuesday as the GOP seized its moment after days of worry about the hurricane that simultaneously roared ashore in Louisiana ? well out of sight of the gathering, and mostly out of mind for the night.

The convention's keynote speaker, the unpredictable New Jersey Gov. Chris Christie, issued a broad indictment of Democrats as "disciples of yesterday's politics" who "whistle a happy tune" while taking the country off a fiscal cliff.

"It's time to end this era of absentee leadership in the Oval Office and send real leaders to the White House," he said. "Mitt Romney will tell us the hard truths we need to hear to put us back on the path to growth and create good-paying private-sector jobs again in America."

Romney made his debut at the convention two days before his own speech, rousing the crowd into cheers as he took the stage briefly to share a kiss with his wife after she spoke. Ann Romney's prime-time speech was in large measure an outreach to female voters as she declared her husband "will not let us down" if elected president.

Her tone was intimate as she spoke about the struggles of working families: "If you listen carefully, you'll hear the women sighing a little bit more than the men. It's how it is, isn't it? It's the moms who always have to work a little harder, to make everything right."

Mrs. Romney's mission was clear. For all the hundreds of speeches he's given and the years he's spent reaching this moment, Romney remains largely inscrutable, a man in a business suit whose core remains a mystery to most of the nation. And he consistently lags behind President Barack Obama among women in polls.

Republicans have a little more than two months to change that and build upon his greatest perceived strength, as an economic fixer, in an election that by all indications is tight.

Elbowing in on the Republican's big week, Obama summoned a large campaign crowd of his own, 13,000 on the campus of Colorado State University in Fort Collins, Colo., and tried to convert their boos for the Republicans into Election Day results for him. "Don't boo, vote," Obama said when his reference to the GOP agenda brought derision from the crowd. "That's the best response. Vote and get some of your friends to vote."

Despite the respite from the preoccupation with Isaac, the storm continues to cast uncertainty into a convention that scrubbed the first day of events out of fear it would swipe Tampa, which it didn't. Any scenes of destruction along the Gulf Coast were sure to temper the celebratory tone, and further compression of the schedule was possible if the storm proved disastrous, making politicking unseemly.

The list of speakers is to be topped Wednesday night by Romney's running mate, Paul Ryan, before the candidate himself speaks Thursday night to bring down the curtain-closing balloons. Obama's Democratic National Convention follows next week in Charlotte, N.C.

Republicans uncorked the anti-Obama rhetoric from the outset Tuesday. The Democratic president has "never run a company," declared Reince Priebus, the Republican chairman. "He hasn't even run a garage sale or seen the inside of a lemonade stand." House Speaker John Boehner spoke of an America with "no government there to hold your hand. Just a dream and the desire to do better. President Obama doesn't get this. He can't fix the economy because he doesn't know how it was built."

Romney was affirmed as the nominee in a suspenseless roll call of state delegations. He received 2,061 votes to 190 for his nearest roll-call rival, Texas Rep. Ron Paul, a preordained victory sealed months ago when the former Massachusetts governor prevailed in a bruising series of primaries and caucuses. Rick Santorum, his most serious competitor at the height of the primary season, closed ranks Tuesday night, at least to a point. He slammed Obama for turning the American dream of freedom into a "nightmare of dependency" in a speech focused on welfare reform and mentioning Romney only at the end.

Paul, the iconoclastic libertarian who has a passionate following but never won a primary race, did not go so quietly, or at least his supporters didn't. They chanted and booed after the convention adopted rules they opposed but were powerless to block. "Shame on you," some of his supporters chanted from the floor.

Paul stopped short of a full endorsement of Romney and did not get a speaking slot. But his son, Kentucky Sen. Rand Paul, a tea party favorite, will address the convention Wednesday night.

Romney's nomination followed ratification of a party platform thoroughly shaped by conservatives and further to the right on abortion than the candidate himself. Nothing binds Romney to the document and presidents typically pay platforms little heed in office, except for the parts that echo their own agenda.

Obama campaigned in Iowa as well as Colorado on Tuesday as he set out on a campus tour in battleground states in hopes of boosting voter registration among college students.

Before departing the White House, he made a point of appearing before reporters to announce the government's latest steps to help those in the way of Isaac. He signed a declaration of emergency for Mississippi and ordered federal aid to supplement state and local storm response efforts in the state.

His allies did their best to counter Romney and the Republicans.

Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said, "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

Polls find the economy is overwhelmingly the dominant issue in the race and voters narrowly favor Romney to handle it. In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama. However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, while 27 percent said Romney.

So, how is Foursquare trying to do it?

  • Analytics and Yield management:?Holger Luedorf, Foursquare VP and head of Business Development, told BI Intelligence?that Foursquare plans on monetizing the ?merchant dashboard? that it currently offers to some 500,000 registered merchants.?This is a big opportunity, because local merchants have high fixed costs. The dashboard allows merchants to claim their venue, run specials, and access a host of other data about how customers interact with their business in real-time.
  • Customer loyalty:?Foursquare wants to replace be "a digital version of a stamp card."?This is where check-in specials come in: free drinks for the mayor or for the nth check-in.?Foursquare also currently partners with brands?like The New York Times and Bravo?to produce branded badges and content linked to user?s check-in achievements.?It should be able to monetize these partnerships because it is essentially running loyalty rewards programs for other companies.
  • Search and Discovery:?Foursquare added the Explore feature a year ago to let users search neighborhoods and garner recommendations for nearby businesses.?This is a?clear challenge to local reviews site Yelp and even Google, but also an attempt to increase user engagement off their phones.?
  • Deals:?Foursquare has?partnered with a number of daily deal sites?over the past year to provide real-time location-based deals. It also?inked a deal with American Express?that lets users access location-based deals using their AmEx card.

Bow Hunting - An Ancient Art For Hunting Game

By Anonymous on Aug 23, 2012 12:53 pm

The ancient art of bow hunting is still widely used today in many countries around the world. Hunting large game animals such as deer and elk with a recurve bow and arrows has maintained it's unique popularity throughout the ages only to emerge today as one of the most popular styles among hunters. Compared to hunting with rifles, which is considered the long distance method, bow hunting requires much more skill and cunning. The bow hunter has to use stealth and stalking techniques that will enable him to get within close proximity to the wild game without alarming it so he can launch an arrow accurately enough to kill it.

All About Forecasting the Future Value of Your Roth-IRA or Roth-401(k

About Leon Williams

As a financial strategist and money coach, Leon is able to apply tried and tested systems and wealth strategies, which enable his students and clients to improve their financial and personal lives.

Those who plan and those who dont pictureCurious about how much money you?ll accumulate in your Roth retirement account?

If you?ve got Microsoft Excel (or just about any other popular spreadsheet program) running on your computer, you can use its FV function to forecast the future value of your Roth IRA or Roth 401(k).

The FV function calculates the future value of an investment given its interest rate, the number of payments, the payment, the present value of the investment, and, optionally, the type-of-annuity switch. (More about the type-of-annuity switch a little later.)

The function uses the following syntax:

=FV(rate,nper,pmt,pv,type)

This little pretty complicated, I grant you. But suppose you want to calculate the future value of an individual retirement account that?s already got $20,000 in it and to which you are contributing $400-a-month. Further suppose that you want to know the account balance?its future value?in 25 years and that you expect to earn 10% annual interest.

To calculate the future value of the individual retirement account in this case using the FV function, you enter the following into a worksheet cell:

=FV(10%/12,25*12,-400,-20000,0)

The function returns the value 771872.26?roughly $772,000 dollars.

A handful of things to note: To convert the 10% annual interest to a monthly interest rate, the formula divides the annual interest rate by 12. Similarly, to convert the 25-year term to a term in months, the formula multiplies 25 by 12.

Also, notice that the monthly payment and initial present values show as negative amounts because they represent cash outflows. And the function returns the future value amount as a positive value because it reflects a cash inflow you ultimately receive.

That 0 at the end of the function is the type-of-annuity switch. If you set the type-of-annuity switch to 1, Excel assumes payments occur at the beginning of the period (month in this case), following the annuity due convention. If you set the annuity switch to 0 or you omit the argument, Excel assumes payments occur at the end of the period following the ordinary annuity convention.

New Jersey guy Christie has double-edged appeal in keynote speech

TAMPA, Florida (Reuters) - It seems a natural assignment for Chris Christie, the bombastic, in-your-face New Jersey guy whose confrontational style as the Republican governor of a liberal state has made him a rising political star.

Christie, who gives the keynote speech at the Republican convention on Tuesday, may not be used to being an opening act but he is perfectly comfortable delivering the red-meat rhetoric that fires up conservative activists.

And when he lays out Republican presidential contender Mitt Romney's case for a change in leadership from President Barack Obama, he will take a big step into the national spotlight with implications for his own potential White House bid in 2016 or 2020.

As a Republican in Democratic-dominated New Jersey, Christie has been forced to reach out to independents while cultivating a pugnacious style that makes him a hero to some national conservatives.

Romney hopes that double-edged appeal rubs off. Criticized as cold and cautious, he has not gained ground on Obama in polls since clinching the nomination in the spring - he now runs about even or slightly behind - and he had not fired up conservatives until he chose another of their favorites, Congressman Paul Ryan, as his running mate earlier this month.

"Conventions are about rallying the troops and also about presenting your opening message to the broader public, and Christie can do both," said David Redlawsk, director of the Rutgers/Eagleton poll in New Jersey.

"He has great appeal to the Republican rank and file but he can walk the middle ground when he has to," Redlawsk said. "He's the tough guy who can tell it like it is, and it's very valuable to Romney to have him in that role."

Republican strategist Rich Galen likened Christie's speech to the tough-talking and highly praised 2008 debut of vice presidential nominee Sarah Palin - she had convention-goers roaring but eventually became a controversial figure who turned off many independents.

"With Christie, you get all the energy of a Sarah Palin speech without all the side issues," Galen said. "He'll blow the roof off the place, and that's what the Romney people are looking for."

Christie said he had no intention of softening his signature sarcastic tone, and had not been asked to do so by Romney's team.

"I don't think he picked me hoping I would show up and be somebody else," Christie told reporters in New Jersey. "I don't think they have any expectation, nor have they requested that I have a personality-economy."

Christie's effectiveness as an economic messenger has been undercut recently by a slumping New Jersey economy that has shed jobs and now has the fourth-highest state unemployment rate, 9.8 percent, higher than the national average of 8.3 percent.

The so-called "Jersey Comeback" previously trumpeted by Christie has begun to ring hollow.

"There are three words that are not in my speech on Tuesday night: The Jersey Comeback," he told state reporters. "Those three words aren't in, and were never in."

NO GUARANTEE

Giving a convention keynote speech is no guarantee of future political success. Few remember Democratic Senator Mark Warner's 2008 speech, or former New York Mayor Rudy Giuliani's Republican address that year.

But Obama's memorable 2004 speech catapulted the little-known Illinois state legislator into public view, and the high-profile slot is a vote of confidence from Romney to Christie that could pay off in future races.

"It's not the end-all if it isn't the best speech in the world," said Ron Bonjean, a Republican strategist. "But a great speech will be a great benefit for him in the long run."

Christie had a prolonged spell of indecision last year as he pondered making his own presidential run, only to drop the idea and endorse Romney early in what became a heated nominating battle.

Some conservatives in New Jersey and nationally have criticized him for holding too-moderate views on social issues like guns and immigration.

A June Rutgers/Eagleton poll of New Jersey voters put Christie's favorability rating at 50 percent, his highest since taking office in January 2010.

"This is a guy who is a Republican in a very Democratic state, and he still manages 50 percent favorability, so he must be doing something right," Redlawsk said.

"And what he's doing is appealing to the middle ground people because Democrats consistently dislike him intensely," he said. "He is a very polarizing figure here."

Christie's reputation for abrasiveness has grown amid repeated high-profile showdowns with state public employee unions, state judges he calls liberal activists and a Democratic-controlled state legislature that has resisted his plans to cut spending and taxes.

A proliferation of YouTube videos of his public confrontations with reporters and voters helped spread his image as a straight-talking tough guy, and his substantial girth - the subject of countless jokes on late-night television - made him seem an angry everyman.

Steve Lonegan, a conservative who ran against Christie in the Republican primary for governor in 2009, said he had a mixed record on economic issues but had done an admirable job of battling the state's predominant Democrats.

"There is a limit to what a Republican governor can accomplish in New Jersey, which has a Democrat-controlled legislature that follows the drumbeat of Obama's policymakers," said Lonegan, who is now the state director of Americans for Prosperity, the advocacy group founded by billionaire conservative brothers David and Charles Koch.

"But in spite of that he has made progress, and that's a message the rest of the country needs to hear," he said.

Redlawsk said Christie's myth, fueled by national media fascination with his angry style, sometimes surpassed his accomplishments.

"The truth is, as usual, far more complex. To the extent he has accomplished specific things he set out to accomplish, it's been because the Democratic majority in the legislature was working on those things already," he said.

(AP) ? Tropical Storm Isaac started pelting the Florida Keys with rain and strong winds on Sunday, and it could strengthen into a dangerous hurricane by the time it starts hitting the northern Gulf Coast in the coming days.

Exactly where Isaac would hit once it passed the Keys remained highly uncertain, with forecasters saying hurricane conditions could reach anywhere from the New Orleans metro area to the Florida Panhandle by Tuesday. And the storm is large: tropical storm conditions extend more than 200 miles from the storm's center, meaning Isaac could cause significant damage even in places where it does not pass directly overhead.

Isaac has brought havoc to the Caribbean already, killing seven people in Haiti and downing trees and power lines in Cuba. And it had officials worried enough in Tampa that they shuffled around some plans for the Republican National Convention.

However, Isaac had yet to create a panic in South Florida. In Miami Shores, some residents said they hadn't even put up storm shutters. Edwin Reeder, 65, stopped by a gas station to pick up some drinks and snacks. He didn't bother topping off his car's half-full fuel tank.

Reeder said he hadn't put up storm shutters, instead just clearing his gutters so all the water could drain. And while he didn't stock up on canned goods for himself, he did buy some extra cat and dog food for his pets.

"This isn't a storm," he said. "It's a rain storm."

On Key West, locals followed time-worn storm preparedness rituals while awaiting the storm after Isaac swamped the Caribbean and shuffled plans for the Republican National Convention. Hundreds of flights were canceled Sunday as the storm bore down.

A steady line of cars moved north Saturday along the Overseas Highway, the only road linking the Florida Keys. Residents boarded up windows, laid down sandbags and shuttered businesses ahead of the approaching storm. Even Duval Street, Key West's storied main drag, was subdued for a weekend, though not enough to stop music from playing or drinks from being poured.

"We'll just catch every place that's open," said Ted Lamarche, a 48-year-old pizzeria owner visiting Key West to celebrate his anniversary with his wife, Deanna. They walked along on Duval Street, where a smattering of people still wandered even as many storefronts were boarded up and tourists sported ponchos and yellow slickers.

"Category None!" one man shouted in a show of optimism.

The Keys were bracing storm surge of up to 4 feet, strong winds and the possibility of tornadoes. The island chain's two airports closed Saturday night, and volunteers and some residents began filing into shelters.

"This is a huge inconvenience," said Dale Shelton, a 57-year-old retiree in Key West who was staying in a shelter.

Isaac has already left a trail of suffering across the Caribbean.

At least seven people were reported dead in Haiti, including a 10-year-old girl who had a wall fall on her, according to the country's Civil Protection Office. The government also reported "considerable damage" to agriculture and homes. Nearly 8,000 people were evacuated from their houses or earthquake shelters and more than 4,000 were taken to temporary shelters.

The Grise River in Haiti overflowed north of Port-au-Prince, sending chocolate-brown water spilling through the sprawling shantytown of Cite Soleil, where many people grabbed what possessions they could and carried them on their heads, wading through waist-deep water.

After Isaac passes the Keys, it will move over the warm, open waters of the Gulf of Mexico and is expected to gain significant strength. It could ultimately make landfall on the northern Gulf Coast late Tuesday or early Wednesday. However, forecasters have stressed that the storm's exact path remains highly uncertain.

"Definitely the northern Gulf Coast should be preparing for a hurricane right now," Jessica Schauer, a meteorologist with the U.S. National Hurricane Center in Miami, told The Associated Press in a phone interview.

Isaac isn't likely to hit Tampa head-on, but it could still lash the city with rain and strong winds just as the convention ramps up. A tropical storm warning is in effect for parts of Florida's west coast, including Tampa Bay.

Convention officials said they would meet briefly on Monday, then immediately recess until Tuesday afternoon, when the storm is expected to have passed. Florida Gov. Rick Scott, a Republican, declared a state of emergency and canceled his plans to attend convention events on Sunday and Monday.

As of 8 a.m. EDT, the storm was centered about 80 miles (129 kilometers) southeast of Key West, according to the U.S. National Hurricane Center in Miami. Isaac had top sustained winds of 65 mph (100 kph).

It was moving to the west-northwest toward the Keys at 18 mph (29 kph).

Top German central banker opposes ECB bond buying

(AP) ? Germany's top central banker has repeated his opposition to the European Central Bank intervening in bond markets to lower borrowing costs for indebted governments such as Spain and Italy, saying governments might get too used to the outside help.

Bundesbank head Jens Weidmann said in Monday's edition of Der Spiegel magazine that governments could become dependent on such help rather than fixing their finances. He said "we should not underestimate the danger that central bank financing can be as addictive as a drug."

Weidmann, who sits on the the ECB governing council, also said that the risk of losses on those bonds would ultimately be borne by eurozone taxpayers. Elected parliaments, not central banks, should make such decisions, he said.

He argued that buying bonds would also be too close to using the central bank's monetary powers to support government finances, which the EU treaty forbids the bank to do.

European Central Bank head Mario Draghi has said the bank may buy government bonds if troubled governments first ask for help from the eurozone bailout fund. Bond purchases drive up the prices of bonds, and bring down their interest yields, since price and yield move in opposite directions.

The ECB would make purchases only after the country involved agreed to a list of conditions aimed at reducing its deficits and debts. It would buy the bonds together with the eurozone bailout fund.

Spain and Italy have faced elevated costs to borrow because investors fear they may not pay back all their debts. Yet they must frequently borrow on bond markets to pay off old bonds that are coming due, or face default. High borrowing costs are what forced Greece, Portugal and Ireland to seek bailout loans from other eurozone countries.

Weidmann has only one seat on the ECB's 23-member governing council, and was identified by Draghi as the lone dissenter in the plan to buy bonds. He has added influence, however, because the Bundesbank's strict position is supported by many legislators, economists and voters in Germany, the eurozone's largest economy. Chancellor Angela Merkel, however, appears open to the bond purchase plan, along with the other German member of the ECB's council, Joerg Asmussen.

Draghi has in the past shown a willingness to overrule the Bundesbank's objections, but loud protests from such an influential member could complicate any bond market interventions, as markets might think the ECB was not solidly behind its effort.

Green Blog: Will Emissions Disclosure Mean Investor Pressure on Polluters?

A new financial tool developed by the investment firm South Pole Carbon, in partnership with the Swiss Federal Institute of Technology, provides greenhouse gas emissions profiles of more than 40,000 publicly listed companies. This index is aimed at encouraging greater disclosure from companies while, hopefully, also pushing investors to build more responsible portfolios.

?Investors have long been aware that the greenhouse gas profile, especially of major emitters like electric utilities, is a potential liability,? said Paul Bledsoe, a senior adviser on energy issues at the Bipartisan Policy Center.

The natural gas industry, for example, has cited the possibility of regulation of greenhouse gas emissions by the Environmental Protection Agency to help explain its market rise next to coal?s loss of market share. And a recent open letter to the Bank of England that included signatories from Oxford University and the London School of Economics admonished the bank to ?investigate how the U.K.?s exposure to high-carbon investments might pose a systemic risk to our financial system.?

Nonetheless, in the absence of strong greenhouse gas regulation, it is unclear how significantly emission patterns contribute to investor decision-making, Mr. Bledsoe said. Over the last three decades, many investors have focused increasingly on short-term returns. For those who do, the shifting winds of policy debate or the comparatively glacial process of policy development are largely irrelevant. That means such considerations tend not to surface in share value.

?Most investing is done very quickly,? said Brad Gentry, a professor at Yale School of Forestry and Environmental Studies who specializes in the connection between private investment and environmental performance. ?This is a huge problem in terms of reflecting? the potential risk contained in a company?s greenhouse gas emissions.

And yet, in not-so-subtle irony, one of the direct effects of these emissions has unequivocal influence over many investments: A recent survey by the nonprofit research group Ceres found that 77 percent of asset managers view climate change as a material risk or opportunity.

An investment firm might forgo investment in a beachside resort in light of the risk from rising seas, but that same firm would have little problem investing in Exxon Mobil, even if its emissions are contributing to rising seas.

Beyond its debated usefulness to investors, Mr. Gentry indicated that companies were using this data in surprising and often sophisticated ways, scrutinizing, for example, the potential for high emissions to tarnish a brand. ?This kind of information is used widely by companies, and it?s their behavior you ultimately want to affect,? he said.

These emissions profiles can also feed information into the growing area of legally mandated disclosure initiatives, like the Greenhouse Gas Reporting Program in the United States and coming regulation in Britain that will target 1,600 companies on the London Stock Exchange.

Hiding at the heart of indexes like this one is an unresolved question about the private sector?s role in limiting greenhouse gas emissions: What is the ideal balance between government and private involvement in any transition away from fossil fuels or other major sources of greenhouse gases? transition? How much can ? or should ? business spur change, and how much can ? or should ? government policy exert pressure? And what mechanisms might most efficiently push capital from high-carbon to low-carbon technologies and industries?

(AP) ? The Mexican government is battling an egg shortage and hoarding that have caused prices to spike in a country with the highest per-capita egg consumption on Earth.

A summer epidemic of bird flu in the heart of Mexico's egg industry has doubled the cost of a kilo (2.2 pounds), or about 13 eggs, to more than 40 pesos ($3), a major blow to working- and middle-class consumers in a country that consumes more than 350 eggs per person each year. That's 100 more eggs per person than in the United States.

Egg prices have dominated the headlines here for a week, spurring Mexico City's mayor to ship tons of cheap eggs to poor neighborhoods and the federal government to announce emergency programs to get fresh chickens to farms hit by bird flu and to restock supermarket shelves with eggs imported from the U.S. and Central America.

The national dismay over egg prices has revealed the unappreciated importance of a cheap, easy source of protein that's nearly as important to Mexican kitchens as tortillas, rice and beans. Added boiled to stewed chicken, raw to a fruit-juice hangover cure and in every other conceivable form to hundreds of other foods, the once-ubiquitous eggs has disappeared from many street-side food stands and middle-class kitchens in recent days.

"Eggs, as you know, are one of Mexicans' most important foods and make up a core part of their diet, especially in the poorest regions of the country," President Felipe Calderon said Friday as he announced about $227 million in emergency financing and commercial measures to restore production and replace about 11 million chickens slaughtered after the June outbreak of bird flu.

Calderon said he was sending inspectors to stop speculation that he blamed for high egg prices, which have almost single-handedly driven up the national rate of inflation.

He said that the government had already begun large-scale importation of eggs and that about 3 million hens were being sent to farms hit by the flu outbreak.

The Mexico City government has sent a refrigerated trailer-truck of eggs into working-class neighborhoods over the last three days, selling kilo packets for less than half the current market price. Several thousand people lined up for about two hours Friday morning to buy eggs from the truck in southeastern Mexico City's Iztacalco neighborhood.

Isidro Vasquez Gonzalez, an unemployed 43-year-old cook, waited with his niece and nephew to buy three kilos of eggs that they said they would eat almost immediately in a lunch of meatballs with chopped eggs.

"You can make eggs with anything ? scrambled eggs, with pork rinds, eggs with beans, green chiles, poached eggs, green beans with eggs, eggs with tomato sauce, " Vazquez said, with a wistful look in his eyes. "People here eat a lot of eggs. They were the cheapest, but now they're the most expensive. They're more expensive than meat."

The crisis began with the June detection of bird flu in the western state of Michoacan, which produces roughly half of Mexico's eggs. Some 11 million birds were killed to prevent the spread of the disease, sharply cutting into the national supply of more than 2 million tons of eggs a year.

Government officials blame speculators in the wholesale egg business for driving up prices beyond the hike resulting from bird flu.

After existing stocks of eggs ran out, prices rose sharply in August.

"Eggs are what we eat the most these days," said Gertrudis Rodriguez, 68. But with the higher prices, she said, "if we eat beans, we don't eat eggs, or if we eat eggs, we don't eat beans with them."

Mexico City's public Food Supply Center, which provides government-subsidized fresh food to low-income residents, dropped other ingredients from its truck this week in favor of eggs, and will distribute 18 tons by the time its current stocks run out Monday, director-general Raymundo Collins said.

Calderon said more than 150 tons of eggs had already crossed the border from the U.S. and 100 trailers carrying 500 more tons would arrive in the country over the weekend.

"The federal government will keep using every tool in its power to keep family's quality of life from being eroded by unfair increases in the price of eggs," the president said.
